Entering a tank, a cofferdam or a void space is the work where a crew is most exposed. It is also the work where the equipment has to be complete rather than nearly complete. A detector that reads the atmosphere, a way to ventilate, a fixed point above the opening and a means of lifting someone out: those four together make the entry possible.
