Why a shutdown empties your own store

Does a rented breathing set come with an escape set?
Breathing apparatus is rented as a complete set, and both SCBA and EEBD are on the rental list. The two do different jobs, so say which one the work needs. SCBA is for working in an atmosphere a person cannot breathe. EEBD carries enough air to leave a space and no more.
